    一、項(xiàng)目說明 Project Introduction

    1.1 項(xiàng)目名稱：海納百川總部大廈
    Project Name: Headquarter Building for Small and Medium Enterprises

    Client: Shenzhen Baoan Investment Holding CO., LTD

    1.3 競賽平臺：深圳市規(guī)劃和國土資源委員會規(guī)劃設(shè)計招標(biāo)平臺

    1.4 項(xiàng)目概況 Background Review

    海納百川總部大廈用地位于深圳市寶安區(qū)中心區(qū)濱海片區(qū)中央綠軸西側(cè)，寶興路與海秀路交匯處，由兩棟大廈組成（每宗地各建1棟），宗地編號分別為A002-0037（用地面積5430.82平方米）、A002-0038（用地面積6202.07平方米），總用地面積11632.89平方米，計容積率建筑面積71030平方米，總投資估算約為17億元人民幣，建安工程費(fèi)約7億元人民幣。為當(dāng)?shù)卣攸c(diǎn)支持項(xiàng)目。
    The project is located in the west of the central green land of the seashore area in Shenzhen Bao’an CBD, at the intersection of Baoxing Road and Haixiu Road. It will be an important project supported by the local government, which is composed by 2 buildings (one on each parcel). Parcel A002-0037 is 5,430.82 ㎡, and Parcel A002-0038 is 6,202.07 ㎡, 11,632.89㎡ in total. GFA is 71,030㎡ with an investment of about RMB1,7billion and civil and erection cost of about RMB0.7 billion.

    二、競賽目的Competition Objectives

    本次競賽活動的目的在于集思廣益，要求設(shè)計機(jī)構(gòu)在對用地現(xiàn)狀、規(guī)劃設(shè)計要點(diǎn)等進(jìn)行詳細(xì)研究的基礎(chǔ)上，借鑒國內(nèi)外優(yōu)秀寫字樓設(shè)計經(jīng)驗(yàn)，充分發(fā)揮該地塊得天獨(dú)厚的內(nèi)在優(yōu)勢、區(qū)位優(yōu)勢，注重與周邊景觀、設(shè)施有機(jī)融合，按照5A甲級寫字樓標(biāo)準(zhǔn)，完成海納百川總部大廈項(xiàng)目設(shè)計，將兩棟大廈塑造成整體協(xié)調(diào)，相互呼應(yīng)，又各具特色的寶安中心區(qū)新景觀。
    The Competition is to pool collective wisdom. It requires the participants complete the project with the standard of Grade A office building. They shall base on the detailed study of the site status and planning and design elements, borrow ideas from the excellent office buildings home and abroad, make the fullest of the site advantages, have an organic connection with the landscape and facilities in the neighborhood. The two buildings shall be cohesive with different characteristics.

    三、日程安排 Competition Schedule

    ★ 競賽報名日期：2012年 7月27 日—8月27 日17：00時
    Sign up: July 27, 2012—17:00 of August 27, 2012

    請有參賽意向的設(shè)計機(jī)構(gòu)或聯(lián)合體于報名截止日期之前將報名文件提交至業(yè)主（地址：深圳市寶安區(qū)新安街道辦寶民路東側(cè)廣場大廈一棟15層，付利紅（收），電話：86-755-29646636，郵政編碼：518101），以實(shí)際簽收日期為準(zhǔn)，逾期將不予受理。
    All the applicants shall submit the sign-up documents to the client within the deadline( address: 15th Floor, Square Mansion Building 1, East of Baoming Road, Xinan Neighborhood Committee, Baoan District, Shenzhen，receiver: Fu Lihong, tel: 86-755-29646636 postcode：518101). Overdue submission will be treated invalid. The receiving date shall prevail.

    ★ 資格預(yù)審會：暫定于2012年 9月4 日。
    Qualification review: tentatively September 4, 2012

    ★ 預(yù)審評審結(jié)果：2012年9 月5日17：00時之前。
Notice of qualification review results: before 17:00 of September 5, 2012

    ★ 咨詢答疑與現(xiàn)場踏勘：2012年9 月13 日，要求參賽機(jī)構(gòu)或聯(lián)合體的主創(chuàng)人員到場；具體集合地點(diǎn)和日程安排屆時另行通知。
Q&A meeting and site-visit: All the principal architects must attend the meeting on September 13, 2012. Specific place and schedule will be noticed later.

    后續(xù)書面答疑： 2012年 9月14 日—2012年10 月10 日
    Follow-up Q&A: September 14, 2012—October 20, 2012

    均以傳真、電子郵件等方式提出咨詢問題，組織策劃單位將于答疑截止日期3個工作日后回復(fù)所有答疑文件。
    All the questions shall be raised via email or fax. And the organizer will respond 3 days after the deadline for Q&A section.

    ★ 競賽成果文件提交截止時間：2012年10 月31 日15：00 時
    Submittal deadline: 15:00 of October 31, 2012

    參賽的設(shè)計機(jī)構(gòu)或聯(lián)合體須在截止時間前將最終競賽成果文件提交給組織策劃單位，地點(diǎn)另行通知。以實(shí)際簽收日期為準(zhǔn)。逾期將被視為棄權(quán)，并不得參與本次競賽活動的后續(xù)評審活動。
    All the participants shall submit the final design works to 15th Floor, Square Mansion Building 1, East of Baoming Road, Xinan Neighborhood Committee, Baoan District, Shenzhen, receiver: Fu Lihong, tel: 86-755-29646636, postcode：518101. Overdue submission will be treated invalid. The receiving date shall prevail.

    ★ 最終方案評審會：暫定于2012年11 月1日。會議地點(diǎn)待定。
    Final proposal review: tentatively November 1, 2012. The place is to be decided.

    ★ 公布評審結(jié)果：暫定于2012年 11月8 日
    Notice of the final review result: tentatively November 8, 2012

    以上時間均為北京時間。以上日程如有變動，組織策劃單位將及時通知設(shè)計機(jī)構(gòu)或聯(lián)合體，方案設(shè)計成果提交以全部成果送達(dá)并簽收為準(zhǔn)，逾期將不能參加方案評審。
    All the time mentioned above is Beijing time. If there is any change in the schedule, the organizer will inform the participants in time. The situation that all the design works have been received and signed shall prevail. Overdue submissions will be treated invalid and the client won’t pay the compensation fee.

    四、 競賽內(nèi)容 Competition Contents

    本次競賽將確定海納百川總部大廈建筑設(shè)計方案，如中標(biāo)人滿足競賽文件相關(guān)要求，將負(fù)責(zé)完成項(xiàng)目所涉及的相關(guān)專業(yè)設(shè)計工作（不含室內(nèi)公共空間的精裝修、室外園林景觀設(shè)計），包括但不限于方案設(shè)計、初步設(shè)計、施工圖設(shè)計、施工配合及編制竣工圖等后續(xù)工作。
    The competition is for the schematic design proposal of the Headquarter Building for the Small and Medium Enterprises. If the successful bidder meets relevant requirements of the Competition File, he shall complete related design work (excluding the decoration of indoor public spaces and outdoor landscape design), which includes but not limited to schematic design, design development, construction drawings, the as-built drawings and other follow-up work.

    五、報名條件及要求Eligibility and Sign-up Documents

    5.1 競賽采用全球公開報名的方式, 允許聯(lián)合體報名，但不接受個人及個人組合報名，要求參與報名的國內(nèi)外設(shè)計機(jī)構(gòu)或聯(lián)合體應(yīng)具有同類高層寫字樓設(shè)計能力，且近3年有過相關(guān)或相似類型的項(xiàng)目設(shè)計經(jīng)驗(yàn)。
    The competition will be open to the world, allowing application of joint group. No individual application or individual combination is accepted. All the applicants shall have similar design experiences in high-rise office buildings and have similar project experiences in the past 3 years.

    5.2 報名的設(shè)計機(jī)構(gòu)或聯(lián)合體中,必須有一方具有中國國內(nèi)建筑工程設(shè)計甲級資質(zhì)，且在深圳市注冊或設(shè)有分支機(jī)構(gòu)。
    The applicants MUST have China’s Grade A Design Certificate. The company with China’s Grade A Design Certificate must register or has office in Shenzhen.

    5.3 以設(shè)計聯(lián)合體形式參加競賽報名的，聯(lián)合體各方應(yīng)簽訂《聯(lián)合競賽聲明》，并由全體設(shè)計機(jī)構(gòu)簽署，連同其他報名文件由主設(shè)計機(jī)構(gòu)一并提交至業(yè)主。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計機(jī)構(gòu)組成聯(lián)合體參加本次競賽。
    For the joint groups, they shall sign the Joint Participation Agreement and submit it to the organizer together with the other sign-up documents. Design firm in any joint group CAN NOT participate the competition independently or be any other joint members.

    5.4上述在深圳市注冊或設(shè)立分支機(jī)構(gòu)的設(shè)計單位其在深設(shè)計人員不少于50人，其中包括不少于2名一級注冊建筑師和不少于2名一級注冊結(jié)構(gòu)工程師（注冊建筑師及結(jié)構(gòu)工程師需提供近6個月的本單位社保證明材料）。
    The design companies mentioned above that registered or have office in Shenzhen shall at least have 50 designers working in Shenzhen. Thereinto, it shall at least have 2 Class A registered architects and 2 Class A registered structural engineers. Social security proof of these architects and engineers in the past 6 months shall be provided.

    5.5 報名文件Sign-up Documents

    報名文件應(yīng)包括：

    1）報名表（見附件）。

    2）機(jī)構(gòu)簡介、相關(guān)業(yè)績說明及證明（相關(guān)合同文件掃描件、竣工圖簽等）。
    Brief introduction of the company, related achievement and official reference (photo copy of contracts and as-built drawings)

    3）公司營業(yè)執(zhí)照及資質(zhì)證明（或商業(yè)登記證明）復(fù)印件（國內(nèi)機(jī)構(gòu)加蓋公章、國外機(jī)構(gòu)簽字）。
    Photo copy of Business License/Qualification Certificate (or Business Registration Certificate) (stamped or signed)

    4）首席建筑師簡介及業(yè)績，首席建筑師必須由設(shè)計機(jī)構(gòu)主持過多項(xiàng)同類型設(shè)計項(xiàng)目的人員擔(dān)任，該設(shè)計師必須直接參與本項(xiàng)目設(shè)計全過程。
    Brief introduction of the principal architect and his achievements. The principal architect shall have chaired a number of similar design projects. And he must participate in the whole design.

    5）聯(lián)合競賽聲明（格式見附件），與境外設(shè)計機(jī)構(gòu)組成聯(lián)合體的須提供與境外設(shè)計機(jī)構(gòu)配合設(shè)計的項(xiàng)目經(jīng)驗(yàn)案例。
Joint Participation Agreement (see Annex) and similar design experiences with foreign design companies for the Chinese companies.

    6) 概念提案：應(yīng)包括對項(xiàng)目競賽設(shè)計任務(wù)書的解讀和初步構(gòu)想及工作計劃等。概念提案的內(nèi)容和深度不限，A3格式，簡裝，限10頁內(nèi)。
    Conceptual Design Proposal: includes interpretation of the Design Brie, preliminary idea, work scheme and etc. There is no limitation for the content and depth of the proposal. A3 format and simple package within 10 pages.

    5.6請報名機(jī)構(gòu)于報名截止日前將以上報名文件提交至業(yè)主，其中概念提案（電子光碟1份，紙質(zhì)文件1份）須單獨(dú)密封，并在封口處加蓋騎縫公章；其它文件要求電子光碟1份、紙質(zhì)文件1份，并以電子版形式(不包括概念提案) 發(fā)送至報名郵箱。所有報名文件以收到全部紙質(zhì)報名文件的日期為準(zhǔn)。
    All the applicants shall submit the registration materials to the organizer. The conceptual design proposal (1 CD and 1 paper documents) shall be sealed separately with a stamp on it. Other materials shall be in 1 CD and 1 paper documents. The e-documents (excluding the conceptual proposal) shall be sent to the email box for registration. The date of receiving the paper documents shall prevail.

    六、競賽方式Competition Mode

    本次競賽將向全球發(fā)布競賽公告，競賽分為兩個階段進(jìn)行。
    The competition will be open to the world and taken in 2 stages.

    6.1 第一階段（公開報名、概念提案及資格預(yù)審）：
    The 1st Stage (for open application, conceptual proposals and qualification review)：

    所有報名參與機(jī)構(gòu)或聯(lián)合體需根據(jù)競賽文件要求，提交相應(yīng)的報名材料和概念提案。根據(jù)報名設(shè)計機(jī)構(gòu)的相關(guān)業(yè)績、資格、規(guī)模、設(shè)計團(tuán)隊(duì)的配備、設(shè)計聯(lián)合體的構(gòu)成情況以及概念提案的優(yōu)劣，經(jīng)過專家評審，最終選出10家優(yōu)秀提案設(shè)計機(jī)構(gòu)或聯(lián)合體，其中：前6名作為受邀參與第二階段方案設(shè)計競標(biāo)的設(shè)計機(jī)構(gòu)或聯(lián)合體, 第7至10名為備選的受邀競標(biāo)設(shè)計機(jī)構(gòu)或聯(lián)合體，已報名未被邀請的設(shè)計機(jī)構(gòu)或聯(lián)合體也可自愿參加。
    All the applicants shall submit relevant registration material and conceptual proposal according to the requirements of the Competition File. 10 applicants will be selected by the jury based on their achievements, qualifications, company size, team member list, the composition of the joint group and conceptual proposal. Thereinto, the top 6 applicants will be invited to participate in the 2nd stage. Applicant NO. 7 to NO. 10 will be the alternative of the invited group. Other applicants can participate in the competition voluntarily.

    6.2 第二階段（方案設(shè)計競標(biāo)階段）：
    The 2nd Stage (for schematic design)：

    受邀和自愿參加方案設(shè)計競標(biāo)的設(shè)計機(jī)構(gòu)或聯(lián)合體，根據(jù)競賽文件的要求，提交方案設(shè)計成果文件。評審專家對提交的方案設(shè)計成果進(jìn)行評審，無論是否受邀競標(biāo)，所有方案設(shè)計成果在評審階段將遵從一視同仁的評判原則，由評審委員會按競賽文件要求進(jìn)行評審，評選出3個中標(biāo)候選人名單，并標(biāo)明排序，排名第一的中標(biāo)候選人為中標(biāo)人。
    The invited or voluntary participants shall submit the schematic design proposals in accordance with the requirements of the Competition File. And the jury will review on all the proposals equally according to the requirements of the Competition File and select 3 candidates ranked in order. And 1st ranking candidate will be the successful bidder.

    6.3 中標(biāo)人如滿足競賽文件要求，將獲得簽訂本項(xiàng)目《設(shè)計合同》資格。
    The successful bidder will get the commission of the project if meeting the requirements of the Competition File.

    七、設(shè)計成本補(bǔ)償費(fèi)及獎金B(yǎng)onus and Related Fees

    7.1 第一階段選出10家優(yōu)秀概念提案設(shè)計機(jī)構(gòu)，其中：6家受邀第二階段競標(biāo)的設(shè)計機(jī)構(gòu)或聯(lián)合體，如第二階段提交的方案設(shè)計成果文件被評審委員會確認(rèn)為有效，每家將獲得設(shè)計成本補(bǔ)償費(fèi)30萬元人民幣，第一階段評定為第7至第10名的設(shè)計機(jī)構(gòu)或聯(lián)合體，每家將給予鼓勵獎5萬元人民幣。
    At the 1st stage of the competition, 10 applicants with excellent concept proposal will be selected. Thereinto, the top 6 applicants will be invited to participate in the 2nd stage. Each will get RMB300, 000 as compensation fee if their submissions are acknowledged as valid by the jury. Applicant NO. 7 to NO. 10 will get RMB50, 000 as encouragement.

    7.2 未被邀請參與第二階段競標(biāo)的設(shè)計機(jī)構(gòu)或聯(lián)合體不能獲得設(shè)計成本補(bǔ)償費(fèi)。
The uninvited competitors who participate in the 2nd stage of the competition won’t gain any compensation fee.

    7.3 第二階段評審中被評審委員會評為前3名的設(shè)計機(jī)構(gòu)或聯(lián)合體，將分別獲得獎金：
    At the 2nd stage, the jury will select the top 3 competitors and bonus for each will be as follows：
    第一名：20萬元人民幣
    1st Prize Winner: RMB200, 000
    第二名：15萬元人民幣
    2nd Prize Winner: RMB150, 000
    第三名：10萬元人民幣
    3rd Prize Winner: RMB100, 000
